Doing a iPhone restore from back up should restore the phone to the exact same condition no?

I restored a new iPhone but my safari tabs are not on the new iPhone and all of my apps and emails require a passwords again.
 
That’s normal. Unless you do an encrypted iTunes backup you generally need to type in the passwords for various apps.

what about my safari tabs? none of them transferred.
 
However if I open my Safari I see all the open tabs on my other devices.
 
I transferred another phone to a new one and safari transferred over on that device.
