iPhone 11 Pro Safari not transferring to new phone?

Doing a iPhone restore from back up should restore the phone to the exact same condition no?

I restored a new iPhone but my safari tabs are not on the new iPhone and all of my apps and emails require a passwords again.

That’s normal. Unless you do an encrypted iTunes backup you generally need to type in the passwords for various apps.

State of any app doesn’t get backed up. Only the data gets backed up.

iCloud is the system Apple uses for all cross device functions. But each function has their own name.

- photo sharing

Etc.

I transferred another phone to a new one and safari transferred over on that device.
