Has anyone else ever notice that occasionally you loose all ability to scroll within Safari. The side scrollbar disappears and the mouse scroll wheel does nothing, despite there being more page to scroll down to. The only remedy I have found is to close out and reopen safari.

Now this happens rarely but happens nevertheless. Anyone else?😕

I've encountered, on rare occasions, a poorly-designed website (usually homemade) that doesn't fit on a page and has no scroll bars, but that's a function of the site, not the browser. I've never seen the symptoms you describe on Safari, when viewing normal websites.
 
I do know that if you navigate to a page from an existing fixed-dimension tab (like some pop-under tabs, Netflix ads being one culprit), the new page won't allow scrolling. Try opening a new tab or window.
