I used to notice this issue on my iPad mini (with iOS 7) but now my iPhone 6 plus is acting the same way. anyone noticed this issue? and is there a solution ?

My iPad 4 and iPhone 5S have been doing this for a long time. Even with iOS 7. It is really annoying and makes it feel cheap.

Yeah, wierd and strange issue. iOS keeps adding wierd and strange issues nowadays:(

It's been around forever. When an app is paused (home button) it saves a screen shot of the state so that in the multitasking window it appears still active when it's not. If you don't use the program for a while or force close it and reopen it then it will attempt to load a previous screen freeze, but then load the correct view.
