I see it too and this is an iOS issue. I guess with an update that bug could be fixed.

Has anyone seen a workaround for this ? it seems like the bug has been around for a while.

Wait until 8.1 drops tomorrow and see if it's still an issue.

My iPad 4 and iPhone 5S have been doing this for a long time. Even with iOS 7. It is really annoying and makes it feel cheap.

It's been around forever. When an app is paused (home button) it saves a screen shot of the state so that in the multitasking window it appears still active when it's not. If you don't use the program for a while or force close it and reopen it then it will attempt to load a previous screen freeze, but then load the correct view.
