anyone else having a problem where safari doesn’t auto fill your passwords? It doesn’t even give me the drop down arrow to even force it. No Touch ID pop up. Etc..
I have to go to safari -> preferences -> passwords. Find the password. Copy it. Enter username and password.

Do you have it turned on in Safari? Safari-->Preferences-->Passwords--> Check mark on for AutoFill for User names and Passwords

is anyone noticing that it doesn't always autosubmit/auto login- you still have to manually click the button even though the update in iOS 12.2 Brough this feature ?

yes I have also noticed 2 interfaces for autofill.

the auto sign in works well with the one with the blue box and the autofill option showing above the keyboard doesn't- it just fills the details in but you still need to click login manually. Ive attached screenshots too

The original question here was about macOS. Not iOS. You might want to post your question in one of the iOS forums.
