Safari rotating tabs view on IPAD—where? how?

Does anyone know how to get this to work on the iPad?

My iPhone has that two-squares icon for the tabs view, but not my iPad!

ipad doesn't need/have it because it has actual tabs right in the browser window.

Unfortunately, this also results in there being a hard limit on how many tabs you can have open at once, an issue the iPhone Safari no longer has.
