What is going on with the scrolling in Safari?

It has no momentum and doesn't feel fluid anymore. A soft/slow swipe does the same thing as a fast swipe. It feels like like android.

Btw I'm using an iPhone 6 Plus with 8.3b4

Nah, android feels better at the moment in terms of momentum. Safari is still smoother though.

Seeing as how you're using a beta release, bugs are to be expected. Perhaps you should report the issue as a bug?
 
Because you are using the iOS 8.3 beta, bugs and issues are expected. However because you are using the iOS 8.3 beta, it would be wise to report as a bug in the feedback app. As a fix, try a hard reset, hold the home and power button until the phone turns off and then on.

Works as it should for me on my air 2 using the latest public beta. Gentle swipe = slow scrolling. As for chrome on my android tab, is nowhere near as fluid.
