Well I narrowed the problem down to my ISP since both of my Mac's started browsing slow but were fine when I brought one of them over to my mom's house. Strangely my speed tests were fine, but had a good 10 second delay opening web pages.

Safari is fast as all heck with my new ISP. :)

Private browsing

Empty the Cache, Clear Cookies, and clear the history. Major speed up.
I like the "Private Browsing" feature in Safari (in the 'Safari menu', choose the 'Private Browsing' menu option) - it cleans up everything once you quit.

Of course, for people who depend on history and cookies from previous sessions, this is useless.

I even created a new keyboard shortcut in 'System Preferences' for Private Browsing (go to 'Keyboard & Mouse', then to the 'Keyboard Shortcuts' tab and at the bottom select 'Application Keyboard Shortcuts', click on the '+' button, and in the new dialog that appears choose 'Safari' in the Application list, type 'Private Browsing' in the 'Menu Title' text box and type the preferred key combination in the 'Keyboard Shortcut' text box).
