you can't. close all the running programs in the multitask bar and close safari. then reload safri and try then.
of course you could buy the ipad 2 which has more ram and won't close the tabs
 
You may also want to try Atomic Browser or Icab - both very good browsers with desktop like tabs. (and lots of other features like document down loads and form fills). Anecdotally, I find I have less of a "refresh" problem with Atomic than Safari although I've never done a real test.

I have an ipad2.

what happens is when there are multiple browsers windows open and you jump from one to another it refresh automatically.

I will check out atomic and icab thanks!
