Can someone explain to me how the tab system works, only when I have tons of tabs open though.

When I have 10+ tabs, only a certain amount will show up which I can CTRL-TAB through and it'll revolve through those. But what about the rest that I have to see by pressing the arrows at the end of the tab bar. Is there a way to make all the tabs appear (like in 2 rows or something)? If not can I rearrange the tabs that are only exposed in the drop down menu?

No, there's no way to show all tabs when there are so many that they won't fit on the tab bar, and there's no way to drag tabs to or from or rearrange on the drop down. You could always drag some tabs to a new window.
 
Third party plugin Glims for Safari allows for up to 47 tabs in the tab bar before they get added to the drop down menu.


Edit : 47 tabs on a 13" MacBook with Safari taking up the whole screen.
