In Safari setting, privacy manage website data were cookies are stored I am having trouble removing a few cookies. I normally will review the cookies and delete them individually as opposed to just using the "remove all" button (though this issue appears even I use the remove all button).

There are a few of the cookies that cannot be deleted. That is to say, I select remove and the cookie disappears and immediately reappears. A sample list of the cookies are:

Onnetwork .tv
msn .com
Connatix .com
and various google cookies.

How do I get rid of these?
 
These could be being set by an app if you are not going to any of these (or, any) website directly in Safari after clearing the cache.
 
Not sure why/how Safari is setting it but what re-appears is a "Screen Time" value.

I do not have Screen Time on yet that "cookie"(?) keeps getting re-populated after deleting site info via Privacy tab.

Not every site lists this value so a mystery, but really low on my list "I wonder why" research list.
 
I have not had an issue deleting ESPN. com. And most of the that will instantly reappear are as show below.

I am going to try Cookie as suggested, and see how that works.
