Safari windows moving under menu!?

Has anyone experience Safari and maybe other programs too, moving/jumping under the menu? I figured out that Shift + CMD + mouse click drag from the left size to the right will reclaim the window. Is this a known beta bug?

I've had this happen to me too. Thanks for the keyboard shortcut - it's been driving me crazy!

It happens every time you pop up the tab window to a new window.

The short key didn't work for me if i drag the screen further to the left. Have to Command W to close that window.
