Safari won't launch on iPhone...

I tap Safari and the top bar turns white and does nothing. I click home button and screen blinks like it's closing an app, but does nothing. How can I reinstall it w/out wiping phone? I have shut phone off and nothing. Anyone?

When is the last time you synced your iphone with your computer? If it was recent try restoring it from that backup.
