Basically the title. I'm not sure it started when I installed Catalina, but it's possible. In any case, it's driving me mad, as I have to switch to Chrome for some websites just to scroll.

Does anyone have a fix for this other than switching to a different browser?

Goto Safari Developer menu, (enable it [if not already enabled] on Safari Preferences) and goto Developer -> Experimental Features
and Redefine them to defaults (this is the last option down under Experimental Features menu)

This should solve your problem
 
Hey guys, thanks for the advice.

I figured out what was wrong. I went to turn off the extensions (resetting experimental features to default unfortunately didn't work), and I turned off my content blockers. Specifically, I used Wipr, and turned it all off (it comes in three parts).

Then I went to the website that is causing the issue, and it instantly offered me to "accept cookies", which wasn't available before. So I accepted, then turned Wipr back on, and the scroll started working.

So Wipr was blocking the cookies pop up from appearing, and I couldn't progress further to the website to scroll.
