So I was trying to mirror my MacBook Pro wireless via Airplay 2 using Apple 4K TV and the picture quality is absolutely horrible.

Since my Samsung 4K QLED TV also has Airplay 2 functionality, I decided try mirror it directly to my Samsung 4K QLED TV. And the picture quality is perfect.

How does Samsung better support wireless mirroring for my MacBook Pro than Apple their own hardware and software? Apple engineering is really bad these days.

Airplay isn't a video connection. It's a compressed video stream just like streaming games online. Sometimes the compression is more, sometimes it is less, sometimes it is bottled by other traffic.
 
Sounds like your AppleTV connection to the router is not as good as what your TV has. I’d check your network configuration.
