I am only getting refresh rate of 60 hz on my mac pro 2019. The box on the samsung monitor said it could do 144? How can i fix this (or is there no fix?)

I recently ran into the same issue with a 2018 MBP - Be sure you're running the monitor via native display port. Open display properties, then while holding the option key click "Scaled", then check the box that says "Show low resolution modes" and you should be able to select 144hz as a refresh rate.
