I use a Mac-centric software called Ecamm to record 4k video locally using a capture card for streaming and whatnot, and someone could use the same software to achieve what you're describing. My big question about this: what video conferencing application do people use that actually sends out 4K video? I have a very fast Fios connection at home and never see Zoom sending out more than a tiny outgoing video size. It's never ever approached 1080p. So what's the advantage? Are people using 4K webcams to record video directly for vlogging and whatnot?
It's less about image resolution and more about image quality and framing control. The Samsung display lets in more light and is less saturated than the Studio Display. Since the camera module can be removed by the user (it snaps onto the S9 monitor) it's feasible that you could upgrade it without needing to replace your monitor or buy a dedicated webcam.
