It does sound a bit woolly but I think what they mean is that the first version will use CPU core designs licensed from ARM (like most mobile phone ARM chips) while for later versions Samsung may develop their own core designs, but still running the ARM instruction set.The story says “the first version of the Galaxy Chip is highly likely to have ARM CPUs.” Which is indicating that their following versions of the Galaxy chip is likely to NOT have ARM CPU’s.
For comparison: Apple Silicon uses the ARM instruction set but the cores were designed by Apple.
