Why is save as an iWork 08 file an option in the new iWork 09 programs? Does iWork 08 use a different extension that cannot open iWork 09 documents?

the reason is that if you create a document in iWork '09 you can not open it in iWork '08. It will state that the document was created in a newer version of iWork. The extensions used are still the same (eg. .pages) but obviously not compatible with older iWork versions.

    Cheers

Why is it that way if it's still the same format...if you save a .doc file in Word 2004 it'll open in Word 2000...

Because Apple actually added features to their new software over the last year whereas Microsoft...

There are new transitions and themes in Keynote, new templates in Pages, and new templates in Numbers that don't exist in '08, so they can't be transferred 1:1.

It's more than new features. The iWork '09 apps no longer save files as packages by default (it is an option, but they still won't open in '08). An '08 file will open in '09.
