Save as PDF cuts off images

I'm trying to use the save as pdf under the pdf button in the print dialog on OS X 10.7.3. When I do so with a file that is 8.5"x11" it works fine. If I try to do so with a larger file, say 11"x17" I get a pdf that is 11x17, but the image area is only 8.5x11 in the lower left corner with everything else cutoff and just a white bar on the top and right sides. Any ideas what is going wrong?
