Casual user. I've noticed if I don't use my iPad Mini 7 for a while, my user names and passwords for web sites are gone and I have to re-enter. Though if I use it frequently for a few days/weeks the sign in info is there and saved. Why does that happen ? What am I doing wrong and how do I keep them saved even if I'm not using it for a while ?

Cached. You should use the iOS Passwords app if you want to store them.
With Safari, if you reboot your device or don't use it for a while it seems to delete all those cookies which forces you to login again. I use any of the other browsers that don't have that problem.

Most sites use cookies with expiration dates for stuff like automatically logging you out after a certain number of days. What you describe sounds exactly like this. There’s no way to prevent it; either visit sites regularly often enough or accept that you will have to log in again.
Thank you guys. Yes, it seems it retains the passwords for a short period of time then they are gone. One question though, I looked at 'Passwords App' and saw that my user names and passwords were already there (?) though I've never used it before. Is this done automatically ? And if so, since the passwords were in the app why do I still get an empty sign in screen whereas I have to still enter the passwords.

Yes, they get stored automatically.
If you look just above the keyboard when you’re prompted for a username and password, you’ll see something like this. Tap it, and the box will be filled with the correct information (if your device uses Touch ID you’ll be prompted for it):
If you tap the Key icon to the right, you’ll open the Passwords app and be given more options.
