I cannot pull down 2.2. iPhone 6S is at 9.3. Ive rebooted both devices and the watch is connected but keeps saying 2.1 is up to date.

Sometimes it is not avalible in all locations at the same time. You should be able to get it if you downloaded 9.3 to your iPhone. Strange indeed.

May sound stupid but maybe a reboot of your phone.

I had to update my phone for the watch update to appear. Even for my phone, I had to " search for update"

Sometimes may have to wait for up to few days.

My wifes 6s+ get the update straight away, but my 6+ do not. So I unpair my watch, use her phone to update my watch (thanks for the new multi pair function, I don't have to unpair her watch). Just after the update finished (without really pair up with her phone), then I can re-pair it with my 6+. It took sometime, but for me, better than wait.

If you have any friend have 9.3 and 2.2 already, you may ask for their help.
