Scheduling iOS updates

Can you schedule iOS updates to happen at specific times?

As far as I know, it's not possible. It may be possible with a jailbroken iPhone, but I'd doubt it (although I never cease to be amazed by the amount of tweaks there are for jailbreakers).

Can I ask why you wish to schedule the updates?

You can opt not to update when the message appears and then, when convenient, go to settings > general > software update.
