My iPhone 3GS is running the iPod playing music and is also plugged into an outlet charging. The screen will dim but does not completely turn off. Is this completely normal or is it supposed to turn off?

Yes I'm jailbroken....Im also running MyWi at the same time. Dont think it would cause this but who knows

Ok and I just unplugged it from the charger and it does turn all the way off. So it only happens when its plugged in.
I definitely do not have screendimmer installed. never even heard of it until you just mentioned it.
