I sold my iPod Touch on ebay, and mistakenly listed as 3 Gen. It's 2 Gen, my bad. The buyer sent it back for refund, and I can't get iTunes to recognize it. The screen on the device shows a USB cable pointing to the word "iTunes". I did two re-starts of the iPod thus far with no results. It was working normally when I shipped it. Apple's site is apparently down, I can't look up more troubleshooting tips.

Perhaps it was reformatted for Windows, in that case you have to do a restore.

Mac or Windows formatting does not apply for iOS devices. It could be stuck in recovery mode. Try putting it into DFU mode (Google it) and restoring it. If your computer won't see it, try another computer and dock cable.
