Screen Time passcode already set?

Noticed whenever I try to edit any of the settings I get the passcode prompt, except I never actually set one, yet. No idea what i should enter here. Anyone else seeing this?

If you have restrictions enabled in settings>general, the passcode is the same.

I don't see a Restrictions option under general on my iPhone X.

Restrictions only shows up in general if it is enabled (before upgrade to iOS 12) or if you enable "Content & Privacy Restrictions" under screen time.
