When enabled the first page shows the device specific screen time, selecting all devices shows the total usage for all devices.And those that have it enabled, does is still show how much screen time is on individual device and the sum off all of them? Or does it just show you the total screen time used?
I’m having the same issue. Going to try to do a hard reboot on both devices and keep the, both off for a few minutes and reboot.

Yup same here. Seems that at least it's just a labeling issue.....as there is never any data for the other device.
My OCD wasn’t having it. Ended up doing a restore from the morning off before I upgraded to iOS12 on both iPhone and iPad.
Finally back to before I decided to share screen time across devices. iPad only shows iPad and iPhone only shows iPhone. Life is good. Lol
