I just got my iPhone 4S replaced due to the camera not working. I noticed while reading in the dark, at the lowest brightness setting, it is still quite bright. Does anyone else notice this? Is there an app I can use to lower it below the iPhone's settings? Is it possible the back light is defective?

Is Auto Brightness turned OFF?

No, I'm just saying that I think the screen might be comparitively brighter overall. I compared it to my friends iPhone 4 and it looks brighter, but is this just because the 4s has a yellow tinted screen?
