Scroll Acceleration

Hello, I use the scroll a lot on my mouse and I don't like it how in Mac, the number of bars the scroll goes up or down increases as you scroll more (accelerates). How can I turn this option off? Are there any programs that are able to do so?

In "System Preferences>Appearance" is the check box "Use smooth scrolling" checked?

no it wasn't checked. and i checked it, but the scrolling still accelerates.
