Does anyone have any idea what's causing this scroll jumping behavior? Whenever I am scrolling in one direction, it ALWAYS jumps back up like you see in this 10-second clip 3 times that I recorded: https://www.dropbox.com/s/tt1udngzhgmtr3p/Scroll Jumping.mov?dl=0

This is computer-wide behavior. It happens in a Chrome web browser, in my Apple mail, everything. So it's an OS thing and not an individual app issue. It's the most annoying thing my computer does. Is this a bug? A systems setting? An issue with my G603 Logitech mouse? Any ideas? It's driving me freaking crazy because whenever I'm trying to maintain a smooth scroll and reading something, it jumps back up like a cocaine addict with the jitters!

I am running 10.14.5.

Thank you in advance!!

Have you tried a different (non-logitech) mouse?
Also, try a wired USB mouse.
Same jerkiness?

Might be a good reason to update to 10.14.6

Try a DIFFERENT mouse and see if that changes anything.

If you are using the Logitech software, STOP USING IT and try either USB Overdrive or SteerMouse instead.

Maybe another pointing device is causing that. Look for: bluetooth mouses forgotten in a bag or a drawer, something trapped on the trackpad of a clamshell mode macbook, a stuck cursor key... disable bluetooth and connect a cheap usb mouse to see if the problem is still there. Also, if your mouse has a touch sensitive surface like the darn Magic Mouse, look at your own fingers when you click (click-drag is way too easy with those devices and, well, it’s a drag). Hope this helps.

This is happening to me. Yes, I am using a Logitech mouse. That's because I had the Magic Mouse, which I thought was the cause of the trouble.
This ONLY happened when downloading, when the downloads take a fair chunk of bandwidth.

I've looked at the Apple forums, and the "I have the same issue" on many threads recording this numbers in the thousands.
It must be something to do with their Bluetooth or some wireless issue. It's made a top of the line iMac almost useless. it's pathetic.

Logitech mouse? Still bluetooth? or is the Logitech an RF wireless (with the unifying receiver)
What USB 3 devices do you have attached? (remove any USB 3 devices temporarily, and test the mouse scrolling)
If it is some kind of USB device interference, you could use a USB wired mouse
