Is there any option in Mac Sierra for scrolling down/up speed?

Apple has really buried these settings.
Look under "System Preferences"->"Accessibility"->"Mouse and Trackpad".

and what to change when i will remove some text and pressing "delete" and its removing to slow also?

Sure, no problem...
This is how it looks on my MacPro running Sierra 10.12.6.

Just to write if someone else need that functions , you can also use Fn-Option-Command-F5 to come to Accessibility.
