From the sounds of it there is nothing to stop people using the SDK to install applications onto their iPhone for their own use right now (well - once the server recovers from the tidal wave of download requests).

No, you can get the SDK and test on the iPhone simulator, but to load apps on a local iPhone to test you have to pay $99, which also allows you to submit your app to the App Store to be sold.

If they didn't prevent that, then anyone could just download the SDK and compile apps, which defeats the whole "gatekeeper to prevent malicious/broken software" thing.
