Search not working as expected

Search on my 15PM is working as expected. For example, when I search for "Mail" in Settings, I get the following:

But when I do this on my brother's 15Pm, I get the following:

Both phones seem to have the same Apple Intelligence and Search settings enabled so I'm not sure why search isn't working properly on my brother's iPhone. Anyone know why?

He has probably turned it off, check settings > search or AI&siri settings

I did but I can't find the difference. I tried this https://discussions.apple.com/thread/256139920?sortBy=rank and disabled every app in the Search area of Settings, turned off Apple Intelligence, restarted the phone, and then enabled every app, turned on Apple Intelligence and it worked. Now my brother's iPhone is searching as expected.

This is a very dumb bug!!!
