Searching Offline/Downloaded Apple Maps

My apologies for not using search function, internet here is painfully slow.

I have downloaded the Apple map for my area. When I am not on WiFi I can not search for (addresses, businesses, streets, etc).

For instance, if I am driving, and I realize I need gasoline soon, I haven’t saved the gas stations, and I can’t search the downloaded maps.

Is this a bug, feature or setting? How can I search a downloaded map?

This afternoon found I couldn't navigate at all while offline.

Didn't even let me find a town to navigate to!

Very disappointing. I wonder if 17.1 will be any better?
