Security Update Test alert strangeness

This is my second install of ML, and I am currently downloading the security update test, which is just over halfway done. However, a Notification popped up informing me that I should install it, and has a button for Details and a button for Restart.

Shouldn't it wait for the update to finish downloading before displaying this message?
