In the last security update, only Safari got an upgrade to 9.1.3.
Is apple not going to support 10.9.5 anymore ?

I have wondered the same thing.

Maybe the vulnerability only existed in 10.10-10.11 Kernel and not in Mavericks?

Previously Apple stopped security updates only after releasing new OS so it would be unusual if Mavericks won't receive anymore security updates...?

Inference can go either way; perhaps the vulnerabilities did not affect Mavericks or Apple decided that fixing them was too much work, or would require different solutions. It is also unconventional for Apple to release security updates so early for a current release.
