iPad Pro Selecting text sometimes has a cut option though mostly copy option?

When selecting text from Notes or other documents, sometimes there is a Cut option, though most of the time there is only a Copy option. Is there a way to always get the Cut option?

When you press text you want the first time, it'll often just give you the copy option. Pressing that text again will prompt a select option, which will then give copy, cut, paste, and other options.
