Semi Transparent Wallpaper on Top of Applications

Hi everyone,

I was wondering if there is a desktop application that allows you to place an image on the screen on top of any other thing you are running at the same time. This of course means that the you should still be able to click through the image overlay to use the applications underneath.

I attached a screenshot to give an idea of what I am looking for.

You can do that with GeekTool. I do that to make the new menubar in Yosemite less harsh.
