When I send someone which is an existing contact an iMessage via my iPad or other Apple device besides my iPhone it creates a new thread on the recipient’s device. Is this normal behavior?

yes I think it is normal. iOS differentiates messaging threads based off the specific iMessage ID used to address each recipient. Since iMessage can use both phone numbers and email addresses as iMessage IDs, this can cause multiple threads and much confusion.
