All series 3 owners... When a phone call comes in on your phone, does your watch ring even when it is on the charger? My first gen series 0 wouldn’t do anything unless I had it on my wrist and was unlocked. (Which makes sense) I don’t believe any other notifications happen on the charger except for phone calls. Is there a setting I’m missing?

Yes, when charging my Watch it does ring for incoming calls.
Notification alerts appear on the Watch when you're wearing it and it's unlocked. You also won't get alerts on your Watch if you're actively using your iPhone.

Yep, mine does the same, so I suspect it's normal. Also, one thing I have noticed (at least with WatchOS 4.1) is when I leave my phone @ home, and am listening to music over LTE alert sounds from the watch play on the AirPods, not the watch. I am VERY pleased that this happens.
No need to worry.
By default the Watch is set to Mirror the Do Not Disturb setting from your paired iPhone. So DND turns On and Off based on your iPhone's DMD schedule and for example reflects the iPhone Allow Calls from Favorites and Repeat Calls settings. Note that this mirroring also applies to the DND Toggle, Turn on DND on your Watch and your iPhone mirrors the DND Toggle and vice versa.
