Why would that be? I did it via iTunes. I chose set up as new on my iPad. Yet some old photos are on there. Should I do it over? What could have gone wrong or is this common? Everything else was wiped, except about 10 photos. (I had hundreds before the wipe)

They are probably just re-downloaded from your iCloud account.

That is likely what happened, but should it have? I mean I chose set up as new and to erase all content and settings.... Looking at it again, it's actually quite a few pics. And it's not all the pics I had in there, but about 50 of them.

I believe Photostream defaults to be on when you sign into iCloud account, so it will download your Photostream pictures automatically. If you don't want that just turn the option off in iCloud setting on the iPad.
