I miss my old ringtones...now Ive got some rubbish apple wants me to choose from.

Any way to get them back on? Ive got them in my music app on the new phone...but they don't show up as a choice when Im under sound settings.

Rejoice the updated better iTunes with less features! (A big sarcasm)
iTunes 12.7 removes the ability to manage and sync ringtones, especially custom ones. This is just one of those big things that stops me from updating iTunes. Your best bet is to find a third party app that allows you to sync tones to your iPhone ex.
iExplorer and iMazing are two applications that might suits your needs. But neither are cheap. Be sure to try them out before paying the price.

Go to sounds>ringtones and then click on "download purchased ringtones.

If they aren't from the iTunes store. Then you need to sync your tones via iTunes on your laptop.

You have to copy the ringtones from your computer to the ringtones section in iTunes when your phone is connected (this is for ringtones that were not purchased from the iTunes store). Seems like a step backwards for sure but that's how I had to do it.

On a related note--since the update, my custom ringtones are on my phone, but when I try to use them the phone reverts to the default apple ringtone.

@psywzrd
These tones were not purchased from iTunes .....they were recorded by me.

Can you please tell me how this might be done?

Again, connect your phone to your computer, locate the ringtones on your computer and then just drag and drop them into the Ringtones section under your phone in iTunes.
