Hey I'm giving my mom my old TiBook and was wanting her to experience the whole "Welcome" thing. How can I install Tiger and iLife 06 and set it to do the "welcome" when the machine is powered on?
 
You can install Tiger and then just turn it off when the introduction video is done. The next person to turn it on will be shown the video again and be prompted to register their machine. Installed iLife '06 is going to require you to already be in OS X. I don't think you can do it unless your machine came with it preinstalled on the OS X DVD.
