Setup as "NEW PHONE"...how can I move my current camera roll over to new phone?
 
I don’t think so. You just have to make sure to sign back into iCloud. Is there a reason you don’t want to restore from iCloud?

Won’t it bring your camera roll down when you enter your iCloud details?

I might be wrong but i think it will bring everything except the camera roll?
 
Sync to the photos app on your Mac. Then transfer them onto your newly set up phone
 
I don't use iCloud Photo Library, so I can't answer on whether or not that will restore camera roll. But if that doesn't, then the only thing you can do is restore from a backup. You could then transfer those photos to your computer, restore your phone as new, and then sync them back via iTunes (they just won't go into camera roll).
 
I setup my 8 as a new phone

Entered my iCloud details and my entire library is on my new phone

It does not require a restore from iCloud - it’s very different from restoring from backup.

Assuming you do have your photos in iCloud, simply turn on “iCloud Photo Library” in your photo settings and they’ll start to come in.
 
As other posters have said, make sure iCloud Photo Library is enable on your current phone. Then just turn it on on your new phone. Everything should magically be there :)

Don't mess with Photostream or backups or anything else. iCloud Photo Library is your answer.
