When setting up a new computer, it has long been my practice to start from scratch rather than to "restore" the new computer from a backup of the old one. I have heard several people argue that is a "best practice" to avoid file corruption issues, etc. Is that also true when setting up a new phone or would it be okay to use an iCloud backup of my old one as a starting point?

Whatever the "best practice" supposedly is... I've been using a Time Machine migration from Mac to new Mac for years and have never run into problems. The folks who run into problems when restoring from a backup are those who had problems to begin with on the old system. In that case, it's best to install fresh. Same goes for iOS devices. I've gone thru three new iPhones updating and restoring from backup and have had no problems.
