My step mother just bought an iphone 6 plus and it is being shipped directly to my house. She will be joining me for Thanksgiving (different state) and wanted it all setup for her when she arrives.

However, she still needs to use her own flip phone until then. Is there a way to pre-configure the iphone without activating so she does not loose her flip phone service before she arrives? I was just trying to get a head start on downloading/setup all the apps she needs.

I have my verizon and telcel sim that I use for my 6 plus. My verizon 6 plus has the unlimited data plan. By putting it into the unactivated phone i'st not going to mess up the UDP, correct?

Will I be able to create her iTunes and iCloud accounts also?

I accidentally did this

So have a fully functional iPhone 6, which remains unactivated....

does this mean I can swap out the 5s anytime?

Take out the sim and put another sim inside to activate and get into the home screen.
Install the apps and other things you need before you disable her old phone.

yes. when the phone arrives, remove the sim card.
