I gave Share my ETA a try today, all it did was send a couple of texts to my wife. I thought it was suppose to display a constant notification with updating arrival time, and more information in their Maps app.
Okay, she was only on 13.0 when I tried it, I'll get her to upgrade and try again. Does it give any indication of those on 13.1 vs < 13.1, or does it just show the messages symbol for everyone?It has to be 13.1

Well I guess I’m glad I’m not the only one. Have you reported it to Apple? I am working with a Sr Advisor and last step was to take logs and send them to engineering.I am seeing the same thing - if they have a map icon next to their contact they get no notifications. Those with the message icon get it as a text message.
If they are on 13.1 they will show up with a map icon. Unfortunately when I send it this way my contact never gets the notification. Seems like its gets stuck in iCloud somewhere because it shows as I'm sharing location.
I'm seeing the same thing. Was working the other day when I was on 13.1 and shared with a friend on 12.4.1 at that time, but today after both of us updated to 13.1.1 it stopped. It says it's sharing on my end, but she has a Map icon now and is no longer receiving anything.
so on 12.4 she would have received a text. Now with 13.1 and the map icon she receives nothing, no text and no map notification correct?
I'm installing 13.1.2 now and hope it fixes my recipients not getting any notifications.That's true, although starting yesterday the notifications in Maps finally started working for both of us. It wasn't working for about 36 hours, but now they are.
So iOS 13.1.2 has dropped, lets see if it fixes the lack of Share ETA notifications being sent.

I agree. Just send the person an ETA text message, with a link to Maps if they're on iOS and want live updates. I don't understand why Apple made the Share ETA feature so half-baked.I wish I could choose to simply send text regardless if the other user is on 13.1.
My wife and I are both on 13.1.2. For some reason, when I send her my ETA, she gets a notification on her iPad, but not on her phone. The Maps app on her iPad shows my drive, but nothing shows up in the Maps app on her phone. All of her notifications for Maps are turned on on her phone. I can't seem to figure out why that's happening. Has anyone else had a similar experience?
When you receive an ETA alert from someone and you are on 13.1 you get a very fast phone notification (from the phone's top notification area) that quickly goes away. I had to sit and watch both phones to figure out I was indeed getting the alert but quickly missed it. Had to set notifications for maps to persistent in order to get them to not disappear but still VERY easily missed. Not to mention if I happen to be using Maps and I get an ETA notification from my wife I have to STOP my current navigation to get the details! PLEASEEEE just let us send text message ETA updates to everyone regardless of IOS.

Yes goes very fast but some of us the notification never gets delivered as proven by no progress on the map. No matter what we do our receiptients never get the notification nor the progress on the map.
having to end navigation is annoying it should just show both of you on the map.
