Share sheet menu order

I can't seem to get the share sheet menu order to stick. I've tried changing the order by going to the more menu and simply shifting the icons from the share pop up.

Does it change when you go app to app, or does it change when you open the app at a later time?

As soon as I close the share sheet menu it goes back to the original order.

I just tried rearranging the share sheet, both the apps and actions rows, but they've stayed put even after I force closed Safari and opened it again. That was a problem at the very beginning when they introduced it and has been okay throughout iOS 9. So you might have to restore.

Ok, thanks for checking. I guess I'll do some app clean up also. My unused apps list is growing.
