I am in the exact same boat as you. let me know if deleting the albums fixes the problem. I have a few albums that I don't mind deleting.
 
Unfortunately even after the most recent Beta mine is stuck on “leaving” and “deleting” on each account.
I have tried everything that has been suggested and I am in the same boat. "deleting Shared library" on one and "leaving shared library" on the other o_O

I did manage to sync the library on my MacBook running the Monterey so I'm confident nothing is lost

You were able to sync your albums (/folders) from your personal to the new shared library? And were these albums (/folders) visible to other participants of the shared library? Or only for yourself?

I was able to sync the personal library on Mac OS Monterey. No shared library.
 
My wife and I have been using the shared library since it came out with no issues. We think it's great. Now she has all of our family photos going back 20+ years.

We have been using it since it came out and wife (iPad and iPhone) sees EVERY picture/video (37k+) but has ZERO folders or albums.

Please report in the feedback app on your beta device. The more of us report it, the more likely it is to be addressed.
 
Did you ever figure this out? I've been stuck for a few days and have done everything mentioned in this thread.
It seemed to self correct after the more recent beta update released. Not sure if it was just the time I let it sit untouched or the update that fixed it. Took about 2-3 weeks. Now I was able to create a new one with no issue. Make sure everything is removed from the shared library and leave it be and it should self correct after some time.

Problem is nothing seems to be leaving the shared library. Counts are staying the same.
 
There’s news that shared album would not be part of the release on Mon. As I already created my shared album, I wonder what would happen when I transfer to the new iPhone 14 Pro Max next week. Would my photos go missing?😳
 
I have the same problem. photo library stuck in status "deleting" since 6 days. Apple give me no support because it is beta. IOS is on official version but icloud is beta. I tried everything. Since this morning the albums appear again im my private library on Apple TV. On IOS the sync is still not possible. Perhaps the problem resolves like magic. I hope so.
I´m a little bit frustrated.
 
No change after 8 days. Icloud stuck. Multiple calls to support didn't help. I'm now in a higher support level, but they don't know what to do either. It's all very frustrating.
 
No change for 16 days. I am very frustrated. The time may also be related to the size of the media library. I have a total of about 60k pictures and 2.5k video. Of these, 48k are in the shared media library.,
 
If anyone else is stuck on this here is what worked for both myself and Fibrozyt today:

So I tried to delete my shared library until it’s on all public releases and ran into a snag that sounds like yours. Thousands got moved to my personal library and then it just hung. For days and days.
This morning I had the idea to download and delete the last photo in the shared library. Thinking maybe it got hung up on that. When I downloaded the small video it downloaded in a weird format that didn’t work and was way to small. I had a backup of it so I wasn’t worried about losing it. I just deleted the video and emptied it from recently deleted. Now my photos are moving over at a good speed again after days of nothing.

That was a brilliant idea. 150 gb of images have now been moved within 3 hours. Nothing is currently moving again. I deleted the last picture again, but it didn't help. I'll wait and see what the next few hours bring. There is definitely a big bug here.

Another update: deleting the last image was not the solution. It is the deletion of the last video. Coincidentally, the first time I tried it, it wasn't a picture but a video. after 170 GB the transfer stopped. I then deleted more images and nothing happened. I then deleted the last video from the shared library and now the cloud is transferring again at a good pace. Another 250 GB have now been moved. There are now 200 GB left.
 
After about 12 hours, the process is now complete. The shared library is empty. The sync works again. The horror is over.

Now if anyone can help we with part two of my problem. My wife’s account is stuck unwinding the shared library. I can’t do the same thing I did to mine, because I guess when leaving a shared library you can’t do anything to the photos. So I can’t remove the stuck photo on her side.
 
I also commented on this here, so I'm just repeating it for anyone still looking for information:

This issue still exists. My wife has been stuck leaving a shared library for nearly a month. Apple engineering is supposedly looking into this, but they've stopped responding. Since she's the one leaving, there's no way to delete the last item in the shared library (which is a video). Her Photos apps don't sync and icloud.com appears to be stuck in a readonly mode. Randomly a few more photos will move over from the shared library. In the last week 4 photos have moved. At this rate, it should finish in around 80 years.

I've tried everything I can think of, and nothing has had any effect.

Edit: My issue got fixed, although I still haven't heard anything from Apple. It took somewhere around 30-40 days. I've seen reports of people who have had this issue for longer, and are still waiting.
