Shareware/Freeware alternative to Photoshop?

I used to use Photoshop all the time in college and work. But have never bought it and ended up with PhotoStudio from ArcStudio when I got it for free with another purchase. I have gotten out of tweaking photos considering iPhoto but would like to get back into it. Does anyone know of a good freeware/shareware app for photo editing including layers?
